Executive Director, Mario Loaiza

Mario E. Loaiza, P.E. joined SMRU as Director in November of 2013.    Mr. Loaiza has 20 years of experience in Civil Engineering design and management with extensive knowledge of large Water and Wastewater facilities.  His duties include managing large scale capital improvement projects, overseeing the development of engineering master plans, engineering design and operations of water and wastewater treatment facilities and managing all five (5) divisions of SMRU.  He is well versed in all aspects of Civil Engineering and has extensive knowledge of long-range planning, budgeting, and development of capital plans, inter-government relations and customer service.

Mr. Loaiza previously served as the Chairman of the Board for the East Central Regional Water Reclamation Facility in Palm Beach County.  Under his leadership, this 70 MGD facility implemented a managerial and capital improvement initiative that lead to a $100M biosolids improvement project.  Mr. Loaiza also served as the Assistant Executive Director of the Riviera Beach Utility Special District and previously worked as a consultant in the private industry.

Mr. Loaiza holds a B.S. degree in Civil Engineering from the University of Alabama and is a licensed Professional Engineer in the State of Florida.

 

Assistant Director, Monica Shaner

Monica E. Shaner, P.E. joined SMRU as assistant director in February, 2016. Mrs. Shaner has 11 years of experience in Civil Engineering land development design and utility project management. Her responsibilities include long range capital planning, budgeting and implementation for infrastructure improvements and operations, as well as establishing customer and intergovernmental relations, maintaining current policies and procedures, and managing construction and engineering consultant contracts.

Most recently, Mrs. Shaner served as the Assistant Water Utility Director for the City of Lake Worth. There, she developed the 7 year Water, Wastewater, Roadway and Storm Water Master Plan. This included the 2 Inch Water Main Replacement Program, which  is currently underway and will span 6 years and replace 22 miles of undersized, corroded water main throughout the City. Mrs. Shaner also served as the City's representative on the Board for the East Central Regional Water Reclamation facility in Palm Beach County. In addition, Mrs. Shaner was previously an engineering consultant for municipal, land development, and large scale industrial projects.

Mrs. Shaner holds a B.S. Degree in Civil Engineering from Florida Atlantic University and is a licensed Professional Engineer in the State of Florida.

 

Executive Assistant, Deb Sperco

Deborah Sperco joined SMRU as Executive Secretary in April 2015.  Mrs. Sperco has more than 20 years of experience supporting C-Level executives from diverse environments including finance, healthcare, and non-profit medical research.  Her duties include managing a multitude of front office secretarial responsibilities, research planning and implementation of special projects, event coordination, copy writing for South Martin Regional Utility’s customer newsletter Waterlines, and administration of SMRU Backflow Prevention and Cross Connection Control program. 

Most recently Ms. Sperco served as Executive Secretary to the CEO & President of the Vaccine & Gene Therapy of Florida, as well as its Chief Operating Officer.  As in previous roles, Ms. Sperco acts as Secretary for the SMRU Board of Directors, assists in collection and preparation of material, as well as records and transcribes minutes of the meeting that accurately reflect actions of the Board.

 

 

Customer Service Manager, Linda Race

Linda Race started in Customer Service at Hydratech Utilities in March, 1998 and then joined South Martin Regional Utility in September, 1998. Through the years she moved up to Customer Service Supervisor and on to Assistant Customer Service Manager. She became the Customer Service Manager on May 11, 2018. Her duties include managing SMRU's customer service division, the customer service representatives and the meter readers. She and her staff are responsible for answering customer inquiries, fulfilling service requests, entering monthly meter readings, reporting, billing and collection functions as well as providing an excellent service experience for our Hobe Sound mainland and Jupiter Island customers.

Linda has been a Hobe Sound resident since 1982 and has one daughter who resides in Illinois. She is proud and happy to serve the residents of the great community she calls home.
